Every state in the world has its own law making bodies which formulate the laws for the proper functioning of the states. Similarly, congress is the law making body of the world’s sole super power- the United States of America. It is divided into two houses- the House of Representatives (HOR) and the senate. Congress has many roles. The first and foremost role of the congress is law making. It is the function of both the houses to propose debates, amendments and voting on the bills before they become laws. Secondly, representation is also main function of the congress. Members of the congress represents the interests of their respective constituencies. Thirdly, congress’ role is to approve federal budget. Fourthly, it keeps an eye on the working of executive branch. Fifthly, it has the role to confirm the presidential appointment and lastly congress has the main authority to impeach a president. The United States of America has both federal and provincial congress because it helps in division of power between the national and state government. It helps to ensure the balance of power between the central and state government preventing any single authority to become too powerful. Moreover, it ensures check and balance on the levels of government- executive, legislature and the judiciary. The central and state congress differ from each other in a very key aspects which includes jurisdiction. The central congress has a wide jurisdiction which includes national defense, foreign relations, taxation and interstate trade. Whereas, the state congress works only on education, public safety, health care and transportation. Furthermore, it also differs in composition. The federal congress is bicameral, whereas, the state congress replicate the federal congress but differs in size. Lastly, both differs in powers.
