The project you are proposing is very complex and there are many unknowns, so my stated estimate is more of a guess than an estimate. I have previously created a Windows application that was used to run a company of 40+ staff. It included a Gantt chart style planning tool that allowed for the entry of tasks and resource utilisation (vehicles, tools, etc) for all staff members. It interacted with the timesheet portion of the application which recorded holidays and other time off and highlighted clashes in the planning tool. The planning tool also allows for the entry of actual hour spent on each task and shows progress and over-run. Also included in the application is an inventory system, client and supplier database, reporting facilities in both Excel and MS Word and sundry other functions. I feel that there are many aspects of this existing application that could be converted for use in your application without too much work. The existing application stores all information in a database and supports remote access. I have not yet created any applications that stores data in "the cloud" but I am sure that this will be a relatively minor obstacle. Please contact me if you would like more information.
