You have a $50 budget? Is that a joke? Stop and think about this for a moment. If it's only worth $50, why not do it yourself? You can't? Is that because you don't have the technical skills? So you need to find someone, who has perhaps gone to University, has spent 3 to 5 years learning this trade - or more - is proficient in multiple programming languages including CSS, HTML, PHP, MySQL...
Even the only quote you received is 6x what your budget is, and I suspect that guy is underquoting.
Would you go to a lawyer with very basic law knowledge, ask them to create a contract for you, and tell them how much you want to pay them? You would be laughed out of their office if you offered $50, just like what's happening here.
I feel particularly motivated to explain this to you because it's an issue that is rampant in our industry. People like you have no concept of how long these things take or the degree of technical knowledge that is required to complete it.
$50 would barely pay for someone to consult you on this - as you said yourself, you're open to suggestions so you barely know for sure what you want.
Here's my advice: Figure out exactly what you want. Draw up some wireframes of how you see it working. Make sure you have a wireframe for each page - the display page where all books are shown, the "detail" page where you read more, the payment page, the FAQ page, the shipping information page. Now start to think about how long each page would take to build - just in terms of styling/structure/content. We're looking at several hours or days. Now think about the PROGRAMMING required to link it all up and talk to the database. Again, days. So at a modest estimate of 2 days at the lowest rate a truly qualified programmer will charge out at ($50), that's 16 hours, or $800.
Again, if it's only worth $50 to you, why not do it yourself?
