We need a cloud based back end to send push notifications and a smart phone app to receive the message (android and apple). Amazon Web Services seems to have the functionality required.
The back end: we need to be able to upload a file (csv etc) to the cloud with pre-written messages and the time for them to be sent. The back end needs to send them automatically. Messages are individually tailored, not generic, so they need to be sent to specific phones.
The mobile ap: only needs to receive and display the message on the screen.
This is the first step for a larger project so further development will be required building the back end database.
