I need an entire website to be built. This website will facilitate users and providers of a service through being an online market place. There will be no exchange of funds between the service seekers and providers, this site will generate income through the providers paying per month to have a profile so that service seekers can browse services offered. Once the service seeker is comfortable after chatting to the provider they can then contact the provider via their telephone.
Design:
• Very modern yet simple design that is not cluttered and allows users to navigate efficiently. This website is very similar to the way I would like my site built: https://socialhands.com.au
Users:
• Admin • Service provider type 1 - Paid • Service provider type 2 – Paid • Service provider type 3 - free • Service seeker – free • Guest User to browse without an account
Features:
• Users can sign up with their Facebook, Google+ or through traditional sign up methods
• Service Providers can sign up and create their own profile to advertise themselves, this may include pictures, videos, day and time of service available etc.
• Inbuilt chat function between users and providers
• Users ratings system – Users can rate the service provided and like Elance will have an overall rating based on an equation
• Website blog for users/providers to discuss various topics
• Providers pay on sign up per month, this must allow me to charge the various users different rates for different features (will not be enabled immediately)
• Specials/offers/advertisement – Providers will be able to purchase advertisement off the Admin for strategic places on the site
• The search function will be key as it needs to be simple and modern but must include many variables such as location, provider rating, speciality wanted, day and time available etc (this may use around 10 different variables)
Admin Needs (not limited to the below):
This user will have complete access to statistics, user info, advertising etc. The flexibility for the admin to be able to:
• Change fees • Change/Start new services such as pre-defined advert spaces • User information • Possible t&c’s breaches • Reports of abuse of various functionalities • Overall provider rating system – equation based as well as user based • Start coupon campaigns • Traffic stats • Reward great providers or users • Handle user questions • Update website text and graphics • Enable the pay function when needed
This is not an exhaustive list but merely a guide.
This job provides the possibility of on-going maintenance and further development as the site grows. Please provide a quote for the whole project but include a breakdown of the cost for major aspects like the chat function, each user build etc.

That's a fairly significant project scope. For endeavours like this it's worth investigating existing functionality that may already exist or at the least do 50% of what you require (ie: http://www.hotscripts.com/) . My quote is predicated on a bespoke solution and is a rough ball park figure. I would recommend breaking the project into core deliverable milestones and slowly add features over time.
