Hi, I estimate it would take about an hour per page, then additional time would be required to test the web application again. Even with an estimate of an hour per page, their might be some pages that take a little longer and some that are easier and quicker to convert. I'm only guessing as I have not seen the pages. I can offer to convert 1 to 5 pages at the same hourly rate to see how long it takes. That way you can get an idea of the cost to covert the whole web application and to see if it is worth the effort.
I recently completed a similar task of converting a HTML based web application using PHP and images to a Bootstrap UI using FontAwesome icons.

The Nifty template looks pretty good. In the circumstances, I would expect that you might want to modify somewhere between 20-50% of your HTML templates to take advantage of new Nifty components, controls and/or layout options, and you would aim to convert the CSS classes in the remaining pages with some kind of regex replacement. Is that right? If so, roughly what percentage of modified pages are you expecting?

At this point in time we will be converting 100% of our templates to Nifty. The components on the page are handled by Nifty/Bootstrap and require no new nifty components at this time (unless it's optimal to do so).
We have overridden only the CSS classes that customise parts of the template and are happy to remove those classes if they conflict with Nifty's defaults. No reg-ex as this has potential for breaking things unintentionally.

The existing app uses templated HTML from a Perl web back end. The back end is servicing an existing bootstrap template (customised) but we're looking to move to another bootstrap based template called Nifty.
The Perl backend is a custom built framework with full in house support should you need any assistance.
Training on how the backend delivers the templates will be provided and on-going support if you need it.
