Normally, I get my designer to do the design for the website, however since you are doing the design already, I can do it at a largely reduced cost. Does your customer have any basic HTML skills?

I use a very simple yet powerful content management system called Frog CMS that is very simple to set-up and use.

I find other CMS systems such as Joomla or Wordpress can be a bit overly complex for smaller web sites. There is too much stuff you don't need.

So would you or your customer be willing to edit a small amount of HTML to customize content? If so FrogCMS could be just what you are looking for.

I built my website using it: www.koanatech.com. I am a developer not a designer so its not the best looking site but the menu structure and bread crumbs are fully automated based on the pages added.

Frog CMS is very good for organizing pages within the site. If you like I can provide you with access to the backend CMS on my website for an hour or so so you can have a look how Frog CMS works?

Also where or with whom are you planning on hosting this site? With a hosting company or on a privately owned server? What sort of hosting package? shared hosting, virtual server?

FrogCMS requires PHP so LAMP stack.

If I was to take on this project would you be able to provide remote access to the server?

My quote is for setting up Frog CMS for you and then helping you build the template. After that you can add, change and remove pages as you like on your own.
