You can start by not only redesigning what is above the fold (the line where the browser stops) and include a popup link for some sort of document that the client can download, perhaps a document introducing the program and some tips to get people interested. When they opt in to download the document, you have their name and email. When they download the document you direct them to a sales page to sell the program once they have signed up for the free document. Also doing up the program as a video series would garner much higher results.
