I require a program to launch on startup of a lightweight OS daily & check a server for an updated file. If there is an updated video file, the program needs to download and play the video, if there is no new video to play the previously downloaded video. The software will need to communicate with an operator at a remote location to see if the software is currently being run by a certain time.
The software will ideally be created in C#/Java as I myself have previous experience dealing with these programming languages, however I am unable to complete the project myself due to my personal life.

Hi Matt,
I have been developing applications for over 10 years mostly involving business application on the windows platform, but also numerous projects on embedded system using c and c++. I am at this time unable to specify how I would accomplish the task as I would need further information and clarification on the project. If you are interested in having me on the project. I would be happy to discuss the project further with you with no obligation to commit me to the project.
