I can help you with TMP's I have my yellow and red card for RMS in NSW "Apply Traffic Control Plans" and "Select Modify Traffic Control Plans" - I have access to the VicRoad Worksite Safety Traffic management manual, I work as a civil rd designer in NSW for a large engineering consultancy

Design would take a day a plan. Just drawing I could produce 2 at a minimum a day, if they are simple TMP's then obviously a few more - quite hard to say without knowing the details
