Development of quiz based App with a networking feature, so that the questions /quiz can be challenged among the members. Reward system to be incorporated. Each member should be able to create quiz, based on the platform provided in this web based or app based format. It can be text based question or small video or picture based question. This platform should be able to edit so that different photos can be merged together wile creating a question, for instances. There should be four possible answers in a multiple choice question style. Once created a question, a fixed number of people can be challenged to answer. The moment a proportion of them answer correctly the question will be dead. Only those who can answer correctly, now, can challenge to the same number of different people and the same system will continue. Invitation to different people to join in the site by e-mail etc should be available. Monitoring of the reward points as tracked by own profile page should be available as well.
This is the maximum I think it would take. The price would be based on 25 to 75 hours. I work fast, and I create secure, safe, reliable apps. My apps are used by millions of people.
This would be my first job though ozLance. Nonetheless, I am a well-established freelance working through similar site.
I propose and affordable, reliable solution using WordPress as a base application with a free, off-the-shelf "quiz" plugin (there are several to choose from). A free WordPress theme would be chosen to suit a quiz based site.
This approach might not result in a solution that has all of the required features; therefore, additional programming (PHP) might be needed. Or, possible the use of the WordPress paid Gravity Forms plugin, which automatically creates posts from visitors form input.
Obviously, I have not taken the time to finalise the methodology in advance. Actually, I will be creating a pilot project for this whether or not I win the bid.

I have read your brief. There are quite a few questions that I would need to ask you that it would merit scheduling a meeting to discuss further. If you are also in Melbourne, we can organise a meet and greet, otherwise we can tee up a meeting over phone.
For this project, I recommend sitting it on a well known and reputable MVC framework (NOT a CMS system such as Wordpress, Joomla or Drupal). An MVC framework is suited for custom applications where the core business is the app itself, as that will give your solution the flexibility required to customise your project to your heart's content as well as being a maintainable and sustainable solution for years down the road. Last but not least, a custom web app solution (as opposed to a CMS solution) will make it easier to expand to a mobile application when the time comes.
