If you only need to convert XML into relational database (mysql, postgresql, etc) I can do it for the Flat Rate (300). This includes scripts that works efficiently with memory tasks (I can give you the code to use later, but if the data is huge, bigger than your example it still will work efficiently). Consider that this can lead to a loss of information (XML schemas are not necessarily relational) and the conversion can structure the data in a way In case you need to keep a non relation database from your XML structure, I can develop an access layer to the XML, and decorate this access layer with a web server, applying the Hour Rate (470 dollars of 16 hours work). I can do this for you in Python, but this will require that the web server where it will run provides Python (I could set the server if you need, at a different rate we can agree). I have done this many times for my projects. I can explain you all this in more detail if you need.

I've examined your patent data schema in an XML editor that I use. It is a pretty large, complex schema, and I would expect that the actual data volumes will also be substantial. I have automated XML tools and domain expertise to assist in the conversion of the schema and data to database form (and I imagine you will also need the ability to repeat the conversion of new patent data from time to time, to keep your site up to date). Following the conversion of the data, I propose to build a web site offering search, display and distribution facilities for the patent data, as well as payment options for subscription or fee-per-document if required.
